Romanian modernity is mainly tendential because it has too many particularities and too few alignments with contemporary Western modernity, especially with the Western modernity of the 19th century. Throughout this whole period, from the late 18th century until today, cultural, political and intellectual moderni- zation was way ahead of economic modernization because of the gap between the rate of institutional renewal and economic progress.
Not as many initiatives as actions have been initiated to adjust the EU requirements to the internal context. The tendential represents an evolution of the modernization process, an evolution determined by internal and external factors and societal contexts. The Romanian bureaucratic system distinguishes itself by a rigid structure, which does not allow true social mobility of public servants, finan- cially and professionally motivated by involvement in the process of exercising their attributions.
That conscience of European, found in the proper European conduct of de facto and not only de jure member of the European community, does not even exist in the case of elites. These capacities can be helpful in spreading ideas and exchanging contentious views about modernization.

Thanks its own experience with the European Community after Romania should have had a different evolution in the constnatin with the EU than the other ex- communist states, because it was the only country from the communist space which had commercial and diplomatic relations with the Common Market.
Under these circumstances, the question is, whether Romania will represent a periphery of Europe or a national community with a European standard of development. There moderni- zation was designed in a top-down manner, and the institutional renewal started with intellectuals and with their new social and cultural functions. It remains important, that the European institutions understand that the Europeanization of the Romanian society can be beneficial both for the Romanians and for all Europeans, only as far as it responds to the real necessities of the Romanians.
It was estimated that Romania would benefit from 60 billion dollars in invest- ments, and the result would be a considerable development of the country. In this document it is stated that the common market of EU has been created by states situated on a relatively equal level of technological development and wealth and the acceptance of former communist countries would lead to the functioning of a structure of states with different levels of development.
From a performance standpoint, the Romanian econ- omy is one of the most precarious in Europe. None of the important moments of modern Romanian history, including the Revolution, have been based on a constanton cal project.
The relationship with EC was concentrated on economic relations and as far as politics was concerned, the communist regime from Romania and the political system in the member-countries of the EC were divergent. Throughout its history, the Romanian state gave priority to the national construction and the problems related to the economic and social development were postponed or subordinated to the national issue.
Capitalism entered Romanian agriculture without altering the social structure, which suffered from strong associations with serfdom iobag. Modernization driven by the state is one of the main features of Romanian modernity. The creation of a national identity in the context of depend- ency on the great empires was essential. Unlike the West, where, as a result of their economic power, the bourgeoisie won political power as well, in Romania, the state created the political-legal framework, formed mainly by institutions borrowed from Western society, a situation which allowed the bourgeoisie to take the political power and, from here, to own the economic power.
By contrast, the Romanian bourgeoisie obtained political power before going through all the stages of training, in terms of country development and modern public-administration management. This interdepend- ency shows the presence of modernity all over the world, not modernity as a unique pattern, but modernity as a diversity of modernities.
